Resolution No. 2006-313 Series of 2006: Resolution amending item No. 1, Paragraph 3 of Commission Resolution No. 2004-235 Series of 2004 regarding the personal filling up of entries of data in the registry of professionals.

This PRC resolution is for new Filipino professionals (those who have passed or recently passed board examinations) who left for abroad immediately after taking their board exams in the Philippines or before the exam results were released and wants to register with the PRC.
Briefly, PRC Resolution No. 2006-313 Series of 2006 is to allow Filipino professionals based outside the Philippines to apply for initial registration with the PRC.
Prior to this resolution, all professionals had to personally appear at the PRC to fill-out all entries and affix their signature in the registry book during initial registration.
Filipinos who have passed or recently passed board examinations in the Philippines and have left for abroad without registering their names at the PRC Registry of Professionals can file for initial registration through their duly authorized representatives subject to the following requirements and conditions:
1. Personal appearance by registrant at the Philippine Embassy or Consulate in the country of residence
2. Requirements:
- Certificate from the PRC indicating that the registrant had passed the Board/Professional Examination (present original and submit photocopy)
- Duly-accomplished Oath Form or “Panunumpa ng Propesyonal” form required by the PRC (download it here). The registrant should take the oath in the presence of an officer of the Philippine Embassy or Consulate and affix a passport photograph (colored with white background) to the oath form. 3. The registrant shall designate his/her representative in the Philippines and execute a Special Power of Attorney (SPA) preferably before the same officer of the Philippine Embassy or Consulate who administered his/her oath. The SPA should expressly declare that his/her representative is fully authorized to accomplish, sign and execute documents, and perform all acts necessary for his/her registration.
4. The registrant is required to go to the PRC to personally sign the Registry Book of Professionals as soon as he/she arrives from overseas.

How long after making a request of certificate indicating I am a board passer will they release it? I am outside of the country, so how can I present an original copy to the consulate?
It takes at least 3 weeks. Sometimes longer. Depends on PRC. Read the resolution. It states there that you can have a representative with an SPA for you to request certificates in behalf of you.
good day, i would like to ask where and how i can get the certificate indicating that i passed the board exam, im outside the country as of now…

@jay – You can request for the Certificate of Board Passing from the PRC through a representative which you will have to give a Special Power of Attorney as indicated above.
Ma’am, what if you’re staying for good, is there any other way to sign the registry book?
@Jella – there’s no point in signing the PRC registry book if you are staying abroad for good since you won’t be practicing your profession in the Philippines.
ma’am what name will i use to register if i got married after the board exam and passed. Will i use the name that i used before the exam or my husbands surname? what are the consequences for not registering on time? thank you…
@nica – there are no consequences for registering beyond the date that PRC assigned you to register. That schedule is just for crowd control and nothing more. Better bring your documents (Marriage certificate, birth certificate, etc.) when you register and inquire from PRC themselves what you should use.
ma’am, I just passed the local board and im here in the US without initial registration in prc. so i should get the certificate first through my representative with SPA then mailed it to me then go to Philippine embassy here in US? Also, i am applying for NCLEX here and CGFNS would request for my license in prc. i won’t be back in the Philippines for years to sign on book of registry. would PRC grant CGFNS verification for my license if i have accomplished all the requirements but signing in the registry? if i won’t be able to go back in the Philipines and sign? thanks….
@april – ACCORDING to that resolution, yes (for your first question). As for the other questions (CGFNS) , call PRC to verify this as I do not know what their protocol is about verification of licenses.
thank you for the response….i went to philippine consul here in NY. they said i can just print the result from prc website together with my name on the list of passers. i will call prc regarding my license verification if they can grant CGFNS. i hope so… thank you!
