Position Statement on the Implementation of CHED Memorandum Order No. 5 Series of 2008
COGNIZANT of the mandate and authority of the Commission on Higher Education (CHED), under Republic Act No. 7722 to set “minimum standards” and its implementing rules and guidelines for higher education programs and institutions of higher learning according to mechanisms equally mandated by law;
AWARE of the ever-growing demand for globally competitive Filipino Professional Nurses to serve the health needs of people all over the world and the regard of most international communities for the Philippines as the “nursing education capital of the Asia” (Macaranas, Asian Institute of Management; 2008);
RESPONDING to the need for relevant and globally comparable nursing program to ensure quality in nursing education and sustain the Philippines’ position as the premier provider of nursing professionals in the country, the region, and the world, the CHED has directed its Technical Committee on Nursing Education (TCNE) to undertake in-depth studies and review of the Bachelor of Science in Nursing curriculum and recommend appropriate policy guidelines that would improve, enhance and effect positive changes thereto and the results of which underwent CHED scrutiny through its processes and systems;
CONSISTENTLY and in many ways, the BOARD OF NURSING, as the “ultimate authority” in Philippine Nursing empowered under Republic Act No. 9173, provided maximum assistance in terms of review, academic and experiential inputs in order to ensure that the PROFESSIONAL NURSING COMPETENCY STANDARDS UTILIZED IN THE FRAMING OF THE NATIONAL NURSE LICENSURE EXAMINATION has been fully mainstreamed in what is now the final product known as CMO No. 5 series of 2008 promulgated by the Commission on Higher Education which for all purposes and intent MAY BE IMPLEMENTED;
AND IN FULL ACCORD WITH THE GOOD GOVERNANCE PROGRAM of the NURSING SECTOR, CMO No. 5 S. 2008 is a development measure accepted “consensually” by the Philippine Nursing Sector as vital towards meeting global standards and for the Board of Nursing under its enabling law and mandate finds essential in order that other measures can soon and equally be put in place in accord with the country’s “strategy map” for the Nursing Profession in the Philippines;
ARTICLE II of Republic Act No. 9173 under its DECLARATION OF POLICY state:
“It is hereby declared the policy of the State to assume responsibility for the protection and improvement of the nursing profession by instituting measures that will result in RELEVANT nursing education, humane working conditions, better career prospects and a dignified existence for our nurses.”
IN COMPLETE ACCORD therefore with the above THAT THE BOARD OF NURSING hereby SPEAKS IN SUPPORT of CMO No. 5.
